Usually, cheap phones only get lauded for being so cheap. Toys made in the country don't have much of a draw, but the incessant advertising is a nightmare. Well, so the kid won't go out and buy or download every single product she sees marketed. In theory, it serves the same purpose as a first phone; the daughter will pick it up and learn to use it, and we'll likely pass it on to the great-grandmother because it's just as leisurely and the two of them will get along swimmingly; however, it slows down even when you make a call; if something happens, it won't be the child but the phone that decides whether or not to make a call; this seems like a bad policy. In sum, I do not suggest it; perhaps under different circumstances it might be more upbeat, but not on a minimal wage budget.
