A little bit small
I ordered a 3T for my 1 1/2 year old son and I'm glad I enlarged his regular 2T as this shirt runs a bit small. I don't think a 2T would fit him and a 3T would probably only fit him for a few months. If you want it to last longer, I would go up a size. Just for reference, he weighs about 28 pounds :)
