Very soft and fluffy - not for tall people of medium height.
Unfortunately I couldn't bring it to my hips personally. But it's incredibly soft compared to other hoop skirts and the perfect length if you're missing a dress just above the knee. I knew it was going to be close, but it didn't work for me.
