**Update: I dried Pretty Diva No Wipe Top Coat for 15 seconds and was able to apply Pretty Diva Holographic Powder. However, you can still see that this powder is more coarse, like glitter, than smooth chrome. I am changing my rating from 1 star to 3 stars. The comparisons are obvious and it all depends on your aesthetics. Make your choice! Dissatisfied. Pretty Diva Holographic Powder ($7) is thicker than Born Pretty Holographic Powder ($12). I clearly see a crack on the Pretty Diva sponge due to the large pigment. I dried Pretty Diva in 30 seconds and Born Pretty was easy to apply. Spending more money certainly means better quality.
