I have found reviews so helpful, especially the ones that reference height and weight, that I thought it was my turn to help others. I am 5'5" and weight 120lbs. I ordered both the small and medium and the best fit was the small. They are slightly longer on me than what you would thing of as a 'capri', so more of an 'ankle' length but that is usually the case unless I order petite and it what I was looking for anyways. The small was just tight enough without being uncomfortable or leaving excess material to bunch up which the medium did. They are a bit see-through but you have to expect that from white tights!
