Missing parts and instructions

There were no bolts in the under-seat bar to which the handles mount so they couldn’t be attached (mind of the axle of the system). The weird thing is that the parts list and instructions don’t even address attaching the handles to the frame. Also washers were missing. I have a PhD in assembling Chinesium so this isn’t a "you’re too stupid to buy things needing assembly” issue. It’s a failure in design, parts, and packing. Consider a different brand.
