Won't stick to rough surfaces or carpets

I bought this tape and was considering returning it. This is a roll of vinyl tape, not tape. Think duct tape. It will not stick to rough surfaces such as pavement, carpet or even painted concrete. It peels off easily, in just a few days when you first stick it on. It seems to be affected by heat and cold because it's vinyl. What it sticks to well is the backing of real duct tape. I had to do that. First use regular tape and then stick this vinyl tape over the tape. Can't tell if it's lightfast or not. I haven't used it long enough to know.
