Soft material. Purple doesn't show through. Flows/drapes well. Elastic waistband. I'm 5ft 7" and it hung down to my ankles when I wore it around my waist. If I were to wear this on my hips, the skirt would touch the floor and the waist would be narrow. I ordered a large one. My waist is 35 inches and it was comfortable to wear but note that it stretches a bit to fit. In other words, the smaller waist (30-34) still fits your waist well and can certainly go beyond 35 inches. I would say a large size for people in the 10-14 size range. I needed a Rapunzel costume skirt but I can definitely wear it this year. Will buy another color soon :)
