Every time I charge these batteries in my Arlo external battery charger I have to screw around with the charger and battery before it will charge. Typically, reinserting the battery several times, or unplugging the charger with the battery in it, then reconnecting charger power will (eventually) work. Given what I've run across with the Netgear Arlo system, I HIGHLY suspect Netgear is playing games with non-OEM batteries for profit reasons but I can't prove it, and if they are it would be illegal.
