Bigger, looks cute, layered, dries quickly when wet
It was a little snug for my 13 lb dog, but he's still a fluffy ball I would climb at least a size or two. The last 2 buttons close when squeezed to death but I would happily get another size up. Plus I get a lot of extras and it's good for a cold day and looks so cute under a dog jacket. wear it on the side because he shouldn't be on it, or if he sprinkles it a bit the shirt dries quickly :) hope this helps!
