The whole point of connecting HDMI to VGA is to connect a new device to an old display and extend the life of the display. This cable does not have a chip to convert the display signal, which makes it incompatible with most new devices (e.g. Apple TV, modern laptops, etc.). This completely contradicts the purpose of such a connector. You'll probably need a real, self-powered converter to do what you're trying to do.
