Why do people sell NON-WORKING things?

I bought the first one two weeks ago and was waiting for it to come to start testing my project. The product arrived and I opened it. The smell of burned electronics filled my nostrils. I immediately requested an exchange. The second item will arrive in a few days. I opened it and it smelled the same. I thought maybe the machine they use to make the circuit board smells bad. I tried turning it on and it showed some voltage so I figured it was fine. A few days later, so today, I start feeding my project. There was some kind of voltage (according to the display on the device). I set it to 12 volts and noticed my circuit lacked power. The current customization did not work. I took a voltmeter and connected it to ground and positive. Showed -5v. The output is reverse polarity and the voltage is nowhere near 12 volts. Even if he halves the value, i.e. 6 volts, that is still a long way from the number on the voltmeter. YOU HAVE MORE CHANCES.
