I have a 26 lb rescue pooch and have bought both small and medium beds. I wasn't sure if the diameter was measured from the inside or the outside. Small size is best. The average size is too big. When Sophie (my dog) gets mad at me, she usually attacks and tears up her bed. I simply re-stuff and re-sew. Unlike most beds, which show off my terrible sewing style, the seams are slightly hidden in the fluffy fabric. I've repaired the bed four times and it still looks (almost) like new.
