This fan is perfect for the front of the Thermaltake View 51 case. It is smaller than many other 200mm fans. Maybe not as well made as others, but given all the LEDs and its 200mm size, it's pretty cheap compared to other 200mm brands. As described, this fan has LEDs in both the inner fan housing and the other housing. Someone must be wiring it wrong unless the external LEDs or the internal LEDs are working properly. There is a 3-pin adapter that plugs into the wiring so you can sync it to your motherboard or ARGB controller. This fan is a 5V 3pin argb fan with a 3pin power connector for any motherboard or controller ever used. There is also an extension that allows you to daisy chain these fans if desired. For those who are on a budget and need a smaller 200mm fan, this one will suffice. Just make sure your motherboard supports 3-pin 5V or buy a separate Argb controller. For example the Cool Moon Argb controller which is also sold at Revain. It will handle any three 5v pins you feed it, Cooler Master, ID Cooling, FormulaMod and any lightbars like Gim also sold at Revain. The fan control sucks, but for Argb it's the best. Control the fan with a good Lamptron controller or similar.
