The battery does not hold a charge and does not discharge when not in use.
I had to return the original and replacement batteries to the seller as the first set failed to hold a charge or discharge when left on my shelf for a day or two. The replacement set was reinstalled because I received 1 DOA After a few weeks of use the 2nd battery died and my Go Pro won't turn on so I now have 2 bad batteries. It doesn't cost any money, stick with the Go Pro's OEM battery. I haven't had any problems with them.
