Bad controls on these boards.
We should have read other reviews first. On such voltage regulators die, sometimes with smoke. As others have said the processor part is fine, it can be powered from the VCC pin (after removing the faulty regulator) with an external regulator or add a new regulator on the back (e.g. LD117V33).
