It gives definition to the lips without making them plump.
So I would say that the lips themselves are not fuller, but rather reddened by the ingredients listed. When you apply it is just a shine but if you leave it on for about 5 minutes you will feel a tingling/burning sensation. It's not an unbearable burning sensation for me or anything, but I don't have sensitive lips either. It definitely gave me the definition of lip color. I bought two, one for me and one for my mom because she doesn't have lips and it gives her a visible line of color without putting on lipstick.
