This must have been embarrassing, which became my only alternative as questioning and speaking were unsuccessful. The neighbor was upset that I hung it in my front yard - her back yard, which is odd since she has the same thing in her yard. Sigh. It worked after she pulled it out twice and I just put it back in. I no longer have this problem when she packs or takes her dog to her own yard.
