I have no idea what these are for, the tongue and body of the plugs are not insulated and the voltmeter confirmed this. This means that there is no grounding possibility and the plug body is constantly supplied with (albeit less, given the use) voltage from the internal contact. Depending on the application, this can lead to potentially catastrophic consequences.
