I have a 2017 Razer 14 inch Blade that is known for being noisy under load and having a noisy cooling system built in. This cooler is significantly quieter at maximum speed than using the laptop under load without and about twice as quiet. There's no option to turn the LEDs on or off, but there is fan speed control. There is nothing notable about the build quality, my fan setting/on and off wheel went wrong but still works. Height adjustment of the stand is good. and sometimes I use a stand for that and don't turn on the fans when I'm not gaming. For the price, the height adjustment feels solid and I trust it on my laptop. I am happy with the purchase for this money. It's not perfect, but it does what it's supposed to and feels solid.
