I don't see how they can be called poor quality? These are light attachment points only, not for holding heavy loads. It's nice that GM made it possible to put them on the back of your truck. I use them to secure my net and tarp when carrying light loads that I don't want to blow up. The only complaint I would have is that they used a rather large 13mm bolt which made tightening difficult and limited the space available for the hook. The other brand I used is 10mm and that's all you really need. However, the item is of good quality.
