The shirt doesn't fit properly - my new rating

The neckline of the shirt is really wide and the length of the shirt is short, almost like a cropped shirt. I don't know if it's style or not.

I ordered 18 months and it is so big that I have to return it. So disappointing. This dress is perfect for a 5 year old.
