Doesn't charge MacBooks and over time (about two months of use) doesn't charge iPhones

I bought this panel specifically to charge my MacBook during a car ride for a month. In my first test in direct sunlight, it charged the switched-off laptop by about 5% in a few hours. After I took it on a trip, it never recharged the laptop. For the iPhone, it worked very well for a couple of weeks. In the third week, the iPhone started signaling "device not supported" but continued to charge. By week four, the panel stopped charging iPhones at all.
