Diskpart won't start formatting

I received this disk but couldn't start Diskpart to format and backup. I received several other flash drives and had no problems. I bought it because it said it was shockproof and other things. The packaging looks like it was printed in the 90s. I'm upset that I forgot to send it back for a refund.
