Legs and arms go up revealing most of my son's arms and legs

Looks hot but my son doesn't mind. He looked less hot in it than in a regular t-shirt and shorts. One issue with this swimsuit is that there is nothing on his ankles to hold his legs in place. His legs were up to his knees when he crawled, so I still had to put sunscreen on his arms and legs. He needs a rubber band or something to keep him from being bullied. The material seems easy to catch. My son has only worn it once and so far no marks. To give an idea of the size, I bought this for my 19 month old and it fits him perfectly. He weighs 20 pounds but is very small (according to a pediatrician's size chart he is <15 percentile tall). I think that would be too short for most kids.
