Brand new muffler with rumble inside

The product has arrived and I expected it to be intact as shown in the picture. However, the inlet and outlet pipes were welded on and the welds were beginning to rust. It was cheap though, so I didn't care. My biggest complaint is that I started getting exhaust whistles right after installing this muffler. I couldn't understand it for a long time until I came across the new muffler I had installed and here it is. The deflector rattles in the new silencer.
