Remove battery, connect copier to PC. It turns on, but DO NOT PRESS any buttons on the copier. The PC recognizes it as media storage on a new drive (in my case drive E:). Go to drive E: and there is Decoding.exe file. Copy it to your computer and run it. Remember, DO NOT PRESS ANY KEYS on the copier after connecting it to your computer. Otherwise, your computer will only recognize it as a USB device (and not as storage). The copier worked to access my apartment and apartment building. FOB was (I think) partially encrypted. If yours is unreadable, try sliding it down and pressing "Read" a few times. It took me a few times to read it but it works.
