Responds too quickly to shutdown voltage

This is my second protection board module, it works fine but needs an AC power source to set it up properly. switch-off voltage and switch-on voltage. 2 things I like about it are that there is no display to bypass the power and you can connect a bypass switch to turn it on manually instead of waiting for it to reach the reconnect voltage. What I don't like about it. there is no delay when it reaches the cut-off voltage. When I plug the device in, there is a rapid sudden drop in voltage for a split second before returning to normal. It turns off quickly with that sudden drop, for example the protection board module is set to turn off at 11.7 volts, while the supply voltage is 12.6 volts, I turn on the inverter and the voltage drops for half a second to 11.6 volts and returns to 12.6 volts before the average voltmeter can read it. It appears that this protection board module has been prematurely disabled. It works as it should, but there should be a second or two delay in case the set cutoff voltage is transient.
