I originally bought it in size 24M but it was definitely too big for my 16 months - returned size 18M and it's perfect. A little room to grow but not to the ankles. She wore it several times in the rain and it kept her warm and dry. Water will start to seep into the outer layer after a while, but as long as you're not outdoors in heavy rain for a long time, it's not a problem. At the same time, I was disappointed that I got a replacement pad that didn't match the original. The replacement has lined polka dots in place of hearts to match the outer badge. It works the way I want it to, so I didn't go back, but I preferred the heart design!
