The pants have an adjustable waistband on the inside of the pants to tighten the waist to fit a smaller size.
I love this little costume for my grandson. He wears it to church every Sunday and looks stylish. It was a bit big but it has an adjustable waistband and I put it on and it fits well, just a bit long but it can grow into it. Love it. He is 3 years old by April, I bought a size 4 in January.
