Doesn't lay flat

So this vinyl keeps curling after I take it off the cutting mat. I cut several drawings and every time I get the same result. I removed the vinyl and the backing stuck to the cutting mat. This vinyl is very different from the oracle I bought before next sticking with the oracle.
