Product is advertised as a fabric softener and cuticle remover. I didn't feel anything the first time I used it, but after a few minutes it started to sting a little. When I later tried to remove the excess skin from the cuticle, it turned out to be easier to remove and softer than before. As far as I can remember I've never had problems with dry cuticles, but I recommend this product to anyone with cuticle problems.
