Damaged or used

These jewelry tools arrived yesterday and I have only just opened them. After examining the tools, I found that the handle covers were damaged or worn and had dark hairs. The hair is hard to see in the photo, but it's there. There are no marks of the tool on the metal, but there is some kind of goo on it. I don't understand how the pen caps got damaged but I am returning them for a refund. So rude.
