Doesn't block signals to anything

Received both of our bags today and checked them straight away but found they don't block signals. We put a phone in each pocket and called him, and every time he was called. I thought it was a problem with phones and checked my key fob on it. I put it in my pocket and pressed the unlock button inside the house and heard my car beep outside to lock and unlock. It just doesn't work at all.
