No current threads? in Internal Power Supplies

Based on my better than average experience with electricity, all that is required to charge a 42 volt lead-acid battery is a DC source greater than 42 volts. This 48 volt (regulated) 07.5 amp power supply MUST charge the battery. I would be interested to know why this is not the case. Is the circuit specifically designed to trip when connected to a voltage source, even if the source is lower than the rated voltage of the LRS-350-48. that is: 48 volts. Oddly enough, current (amps) will flow normally when connected to an impedance load like a heater. Can anyone help me understand why this source is being disabled?
