I ordered 12.5 and they are huge! I've attached a photo of the two shoes I bought. The bottom is 12. The top is what they sent me as a 12.5. I thought I could choose which one would go best with my son's Christmas outfit, but it looks like it's clear! 12 works. I wish the 12.5 had a little more room, but the 31 has about an inch more! Adorable shoes but if the shoes are made in European sizes they should be sold as European sizes.
