All others were between 4.087 volts and 4.132 volts; much more than ±1% (4.158-4.242 volts) of what is claimed. Anything below 4.15 volts is incapable of properly charging an 18650 cell in my opinion; 4.20 volts is ideal. I'm not sure if they were slammed during shipping (probably because they weren't packaged properly) or if they were just unlucky from the start. I also notice that the red light keeps flickering, even with no load on the board. This may or may not affect me, to be honest I don't care, it's already in the trash. I will reorder from a seller with separate reviews on static free packaging.
