That's exactly what they say. They appear to be of decent or good quality but not amazing. They'll probably wear out sooner than most people expect, it's a flimsy piece of felt. The strap that goes around the leg is stretchy with velcro so you can tighten it to keep it from slipping off, it's easy to put on yet retains some flexibility when the dog is walking and won't cut off blood circulation. Boots, like most boots that don't have a solid rubber base, slide and twist so the little rubber pad doesn't end up on the bottom. The padding on these boots is not very grippy in my opinion, so my dog doesn't care if he turns. They are not intended for outdoor use or especially in humid/snowy climates as the felt will get wet immediately. I needed them to cover the claws on my dog's paws because he was scratching his face all the time and we didn't want to put a lampshade on him, so for me they are perfect even with flaws.
