SFC Jewelery Disc Cutter 28-589

Just received this and was disappointed in the lack of instructions. I've been trying to find a YouTube video about this particular disc cutter to no avail. There is a nut/bolt attached in the middle and I'm not sure if I should remove it or just loosen it. There is also a handle/handle that I don't know what to do with. If anyone has answers to these stupid questions I would be very grateful. Gratitude!
