Too cheap to even work

I bought/installed this on my bike. When I tried to install it, it wasn't removed. But he turned the key, but the motorcycle did not catch fire. I connected the tender to the battery and still nothing. Reinstalled the old one and got power but the solenoid is stuck open so the battery is draining faster than it can charge.
