Buyers beware - there is a high risk of buying from stock

Bought second hand from Revain which I've been mostly happy with, I've heard a lot of bad stories about people getting ripped off Stock deals but also heard that many get both new products for a good discount. I personally love warehouse deals. At least until now. I suspect someone sent it back because it was defective, non-functional and dangerous. My guess is that Amazon just takes the item and whether it's new or broken, fire hazard they don't know and don't care, they don't have time or care so they just look at it and make wild guesses without testing and send it to you, I can win or lose with the product in a mysterious condition. Well I have the box, I'm glad it looks good. Heat sink and fan, then connect the monitor to the HDMI port, and then press the power button. The system powers on and functions, but there is no video output and the processor debug LED is blinking red. No POST or BIOS is displayed or entered. I check all parts and confirm that they all work. I'm updating the BIOS in case it's a compatibility issue with the z490 and the 11th gen processor. Then I plug in my i7-11700 and test the same issues. . then i try my i5-10400 and yes same problem. At this point I'm pretty sure the board is defective. I did a little research and decided to try again before I get in trouble and waste time trying to get it back. So I got my i5-11400 back up and booted up, hoping for the best. This time I smell burning plastic for a few seconds, I immediately turn off and turn off everything. When I remove the processor it gets very hot and burned very badly as can be seen in the photos. I'm a well trained and experienced computer technician, I've done all the necessary checks and installed all the good parts correctly. Well this motherboard completely destroyed itself and my new Intel Core i5-11400. I am very disappointed and I don't really know how this is possible? I figured with built in thermal protection it would shut down before it self destructs. The next day I decided to buy a new motherboard of this model at my local PC store and talk to them. Well, big surprise, once I set it up and turned it on, it boots up as expected and works fine. This has been confirmed not to be a compatibility issue, but a manufacturing defect or damage by the original person who returned it. Lost money because of CPU and I still have to wait to get the motherboard back, I see I should have bought it new. Well at least I was there for her when she started burning, it could have been a lot worse if I hadn't been home or in another room. In any case, it's better to think twice if it's worth the risk with a small discount. because you never know why the first person brought it back or what's wrong with it.
