Small adapter fits perfectly on my vacuum cleaner

Based on the dimensions shown in the picture the small adapter shouldn't fit my vacuum cleaner but I was surprised that it fitted perfectly. Is it because "34.8mm" in the diagram refers to the inner diameter and not the outer diameter?

Pros

These vacuum cleaner hose connectors are made of plastic and have a tapered or stepped fit. The smallest adapter is made of hard plastic. Other, larger ones have some advantages.
