Boot problems, below zero stars if possible

I installed a 9th generation Intel Core i5 9400F on this board. It boots fine, all drivers are loaded. (65W) to 50 to see what frequency the processor is running at. In theory it should work fine even at 50 watts, but now my computer is stuck in an endless boot loop. I've tried resetting the CMOS, even taking out the battery, and shorting the connectors for 30 seconds to no avail :(So I rebooted 2 more. Both were stuck in an endless boot loop from the start. 100% error from 3 Boards? I can only assume that the boards are NOT compatible with the i5 9400f core out of the box.cause it wouldn't accept 3 gpu in full size slots and will accept more than 1 pcie 1x slot with riser. They were whole 3 days of hell trying to force this work!
