12 inches too big for kids bikes

My 2 year old girl is 33.5 inches, just over the minimum height but she could not reach the pedals when they were in the lowest rotation. Not only that, she can't even reach the ground, so if she stops, she'll fall over. She rides my nephew's bike with no problems, but we have no idea where this bike came from, otherwise I would just buy it. This one is just poorly designed for small children. Rather than donate it or try to get it back, I used a tin saw and cut off the saddle clip welded to the frame. I then cut about 2 inches off the tube frame where the seatpost enters. I also cut a notch going down about an inch to allow the clamp to hold the tube firmly against the seatpost. That way I was able to lower the seat another two inches so she could at least reach the pedals in the lowest position. The transmission is also very low. It's the equivalent of a second year on my 27 speed Cannondale. She spins so fast but gets nowhere and is frustrated that it is so slow. There's also a lot of resistance when pedaling, which helps her build muscle, but shows how poor the drivetrain is. The training wheels were good because they regulated and had soft rubber, but we don't need them. Overall everything works after the hack and she enjoys it, hence 2 stars for that.
