Cap best left unsealed

Bought 2 of these and does not seal. The Check Engine light stays on. It was both checked at the state technical inspection and the car failed. I bought a Mopar from a dealer and it's completely different and much better quality. The factory cost $35 and after all the assembly it was worth it.
