does not indicate anywhere that the seller sends random devices, an American can get in without physical sims at all, and for example, like I have for China with two physical sims. I generally consider changing and waiting until the money is returned as the height of cynicism on the part of the seller and the delivery service. Ed at least some kind of apology from the store, but apparently in vain . just keep in mind the situation with the sims.
