It is. It is cpsc certified and the seller/manufacturer answered my question by saying it is. There are instructions, but the box isn't even assembled yet. It doesn't give me confidence that it's even been tested. I am looking for a helmet with a face shield as my little one has a habit of falling with his mouth. His crazy helmet is awesome and has cpsc stickers but no face mask.
