Device arrived broken and isn't eligible for return?

I just got this product today. I read all the instructions and tried turning it on. Nothing. I took the batteries out to see if there was something wrong with them, but no, the device is just broken. So I promptly went to request a return/replacement, but apparently the seller has disallowed returns due to "safety" reasons because this product contains "flammable fluids". Um, where? This is an unacceptable scam. Save your money and don't buy this garbage.
