Extra hole fits external accessories

I bought these for my 2021 Hyundai Elantra and they fit very well however I would like to point out that there are 3 holes on the rear fender. So that doesn't seem like a bad thing until you realize that one of the holes isn't being used, not because it doesn't fit, but because. The problem is that there is no thread or clamp holding the screw in place. Aside from this odd occurrence, they worked very well.
