DOES IT CHARGE? for household batteries, chargers and accessories

Great and compact. But I don't know if I'm using it correctly. When I put the batteries in, it's already green. But I have to wiggle it and keep bumping it to make it red. I'm not sure if that's how it works. Once I turned all the lightbulbs red. And left it on for more than 8 hours. And is it still red? But the batteries are warm. Tried with new batteries. And is it the same? my defect?

Pros

Universal micro USB input can be powered by any 5V USB output, e.g. B. Wall charger, mobile power, car charger, etc.
